No, it doesn’t mean that rain will fall on 30% of the region.

A 30% chance of rain means that — under similar weather conditions — 30% of the time it will rain.

A 75% chance of rain means that — under similar weather conditions — it will rain 75% of the time.

A 100% chance of rain means that — under similar weather conditions — it probably won’t rain at all because God loves to mess with the minds of arrogant weather forecasters.
